Un-star a dashboard.

Idempotent. Deletes only the caller's own star. For any non-admin it returns 204 whether or not the dashboard exists or is readable, so the endpoint never reveals existence and a stale star stays clearable. An admin/owner gets 404 for an id not live in their org.
