Create a saved filter view.

Creates a personal saved view. state is an opaque URL query string (at most 16384 characters, must parse as a query string). isDefault: true makes this the caller's single default for the dashboard, clearing any previous default in the same transaction. At most 50 live views per user per dashboard (409 beyond that).
