Import Snapshot Reporting

Import snapshot data from a directory of 4 CSVs into the snapshot tables.

The directory must contain: overview.csv, clients.csv, suppliers.csv, users.csv. All inserts are upserts — safe to re-run. Use skip_existing=true to skip dates that already have an overview row.
