Get Client Workflow Settings

CAMS-side read of another client's Block workflow settings. Distinct from user_routers/block.py which is always scoped to the caller's own client.

Reports the effective mode, matching the customer-facing endpoint and actual routing. The raw column remains readable via GET /clients/{id} for anyone who needs to audit a dormant value.
