Set Client Exchange

PRO-136: enable or disable Exchange for this client.

Atomic toggle for Exchange across all plan tiers. Updates both the client_feature_access row (source of truth for Client.exchange_enabled) and the platform client_products.features entry (source of truth for the user-facing /me/products/{pid}/feature-access response) in a single transaction.
