Get Account Manager Candidates

Emails of Customer Success members, for the Account Manager picker (PRO-1351). Deliberately scoped to just this — not admin-users/ users — so Customer Success members (who hold only client-account-manager:edit, not cams-users/users:list) can actually populate the picker.
