Update Client Workflow Settings

CAMS override of any client's block_compliance setting. Emits an audit log entry (resource=block_workflow_settings) capturing the previous and new values.

The write stores the requested value verbatim; the response echoes the effective mode, so setting a mode on a client that isn't compliance managed reads back as disabled rather than implying it took effect.
