Get All Pending Activity Claims

Admin: list activity claim requests filtered by folder.

folder=actioning → pending/submitted/under_review/needs_more_info/escalated (default) folder=transferred → approved_full / approved_claim_only folder=edits_applied → approved_edits_only folder=rejected → rejected/withdrawn/expired/revoked/superseded folder=all → every status (used by admin console to compute counts)

Each row includes a folder field derived from its status so the frontend can update its local state when an action moves a claim. 'submitted_anon' rows are always excluded — they have NULL claimant_id and cannot be actioned until the claimant completes sign-in.
