Approve Activity Claim
Original poster approves a specific claim.
Atomic transition:
- Lock activity row (SELECT FOR UPDATE) to serialise concurrent approvals
- Verify the target claim row exists and is pending
- Transfer creator_id to the approved claimant
- Mark the approved claim row as 'approved'
- Mark ALL other pending claims on this activity as 'superseded'
- Set claim_status = 'claimed_needs_review'
This fixes three sibling issues in one transaction: the race between concurrent approves, sibling pending claims lingering forever, and approval without a real claim row.
