Open a metered Gemini Live session (conversation or live transcription)

Mints a single-use relay ticket valid for 60 seconds. Connect a WebSocket to the returned wsUrl and speak the Gemini Live protocol (realtimeInput, clientContent, toolResponse); the session setup is fixed here and any client setup message is ignored. Tools may include googleSearch and functionDeclarations. Usage is metered server-side per turn at Google's paid rates plus a 10% premium. Each open session reserves a minimum balance; the relay closes with 4402 when the balance no longer covers it, 4401 for a bad ticket and 4408 on idle or max-duration timeout.
