List Composio toolkits available to users

Returns the toolkit render model. toolkits is the back-compat list of enabled slugs (e.g. gmail, notion). catalog is the full set of toolkits with display metadata (name, logo, description, categories) and an enabled flag indicating whether the user may connect/use each one. The catalog is the union of the managed allowlist (always connectable) and the project's custom-auth toolkits (auth-config status cached 24h, stale-while-revalidate) while display metadata is cached until a full refresh.
