Upgrade Running Turn Priority

Move the chat's running turn from flex to the standard tier.

The answer to tellers.agent.flex_slow: flex has had no capacity for a while, and the user accepts the standard price to get on with it. Applies to the turn running now; the next one uses whatever it is sent with.
