Get Chat Info

Report a chat's stored state, its OpenAI response ids and conversation id.

Admin only, and deliberately unfiltered by chat membership: it exists to debug a chat reported by a user, so it reads the row directly instead of going through the permission-checked chat routes. It returns metadata and the OpenAI identifiers, never the message contents.
