Fill ta_asset_reader again from the folder tree (SSE).

The table holds who can see each asset -- the owner of it or of a folder above it, and everyone a grant on it or above it reaches, directly or through a group's members (the Everyone group, which has none, is read from its grants instead) -- and database triggers keep it current. Run this once after the release that installs them, and whenever the table may have drifted. Safe to run again. Admin only.
