Set Custom Agent Owner Labels

Replace the labels an author may set on their own assistant.

Here rather than with the reviewer's /labels because this is the owner's half: it reaches only the vocabulary entries marked owner-settable, and replaces only those, so a reviewer's curation on the same assistant is not something an author can drop by leaving it out.

Every entry must name a label from /label/list — an author picks from the vocabulary rather than inventing an entry in it.
