Mediamtx Stream End

MediaMTX runOnNotReady webhook. Closes the active session, accrues duration to the start-month usage period, fires 80%/100% warning emails on threshold crossings. Reuses AuthPayload because MediaMTX sends the same JSON shape; we only need path.
