Api Generate Theme

Turn a free-text style description into a VALIDATED theme param set for the chat-overlay URL. The model emits only theme tokens (JSON), never HTML/JS, and the output is run through overlay_theme.clean_params, so nothing executable or invalid can reach the overlay. Tier-gated + burst limited.
