Api Usage History

Per-day streamed hours for the user's current quota period. Drives the dashboard usage sparkline. Buckets by started_at and uses current_period_for_user() -- the same period boundary as the hour-cap counter -- so the daily values sum to the same total shown as 'hours used'.
