Api Resend Verification
Resend the email verification token. Rate-limited per email: max 3 sends per rolling hour. Returns 200 even when email doesn't exist or user is already verified -- prevents account enumeration. A125: IP-dim limit added on top of email-dim so an attacker can't enumerate emails by spreading resend attempts across many addresses.
