Get Chat Recent

Return recent chat messages for HTTP-polling integrations.

Auth: Bearer token or ?token= (Streamer.bot Fetch URL supports headers). Plan-gated: same as the Streamer.bot WS endpoint. A120: IP-dim rate limit protects against misconfigured Streamer.bot polling (or DoS via known-good token).
