List the comments on a certificate

The comment thread of the certificate claimId, oldest first, as the caller's company may read it: internal notes are left out, and so are comments filed against a company outside the caller's network. 404 claim_not_found if the caller cannot see the certificate. Migrated from the legacy GET /v3/claims/list-comments, which answered a bare array and read the network of a companyId the client sent; the caller's own company is used now.
