Move a certificate back to draft

Moves a certificate of the caller's own company back to DRAFT, from whatever state it is in; one already DRAFT is returned as it is. data is the certificate. 404 claim_not_found if the caller cannot see it, 409 claim_move_back_to_draft_not_allowed if another company in the network owns it, 409 already_draft_or_active_certificate_document_number if another live certificate of the company for the same standard holds its document number. Migrated from the legacy PUT /v3/claims/:id/to-draft.
