One certificate of a company in the caller's network. A DRAFT is visible only to the company it belongs to and to the company that created it; anything else answers 404 claim_not_found. Another company's TRANSACTION certificate answers 403 transaction_certificate_access_denied. fileUrl is a one-hour, read-only signed download URL.
