Submits a certificate for review: a DRAFT becomes REQUESTED, any other status is left as it is, and the subscribed Retraced admins are told it is waiting. data is the certificate. 404 claim_not_found if the caller cannot see it, 409 already_draft_or_active_certificate_document_number if another live certificate of the company for the same standard holds its document number. Migrated from the legacy PUT /v3/claims/:id/request.
