List the expired versions of a certificate

The expired versions of the certificate :id, its history: the APPROVED, live claims of the same standard that its company owns and that expired before today, archived or not, latest expiry first by default. fileUrl is a one-hour, read-only signed download URL. 404 claim_not_found if the caller cannot see the certificate. metadata.pagination.page is 1-based, while the page query parameter is 0-based. Migrated from the legacy GET /v3/claims/:id/list-expired-versions, which answered { data, meta }.
