Verify a certificate's license number with its provider

Asks the certificate's standard provider (OEKO-TEX) to confirm its license or document number, and records which one matched in verifiedByField. A certificate missing either number is left as it is. The certificate must be one GET /api/claims/:id answers for the caller: otherwise 404 claim_not_found, or 403 for another company's TRANSACTION certificate. A provider that cannot be reached, or a standard no provider verifies, answers 503 unable_to_verify_license_number. data is the certificate, as GET /api/claims/:id answers it.
