Archive the caller's certificates

Archives the certificates named in ids, which must all belong to the caller's own company. Ids the caller cannot see, or that are already archived or removed, are skipped. data.archivedClaimIds lists the ones archived. If any visible claim is owned by another company in the network, none is archived and the call answers 409.
