Surplus-lines premium alongside county hazard risk (FEMA NRI x E&S premium)

Joins the FEMA National Risk Index county Expected Annual Loss for peril to the LATEST annual county-level surplus-lines premium for state (default FL). Returns the counties (highest EAL first) with both their hazard EAL/score and their E&S premium, plus totals: statewide premium, the premium in the 10 highest-EAL counties, and its share of statewide. The 'high-hazard counties are where the surplus-lines book sits' signal, quantified. available:false (empty) when a state has no county premium. $0.50 per query.
