Carrier reinsurer panel (Top 5 reinsurers by recovery)

The carrier's 'Reinsurers (Top 5)' panel at the current edition: reinsurer name, reinsurance class, authorization status, gross recovery (USD, already scaled from the card's '$000' footnote), and the amount over 120 days overdue (may be negative). Same carrier resolution as GET /v1/financials (naic authoritative, else insurer partial match). A resolved carrier with no reinsurers in the current edition returns 200 with an empty array, not a 404. Unknown carrier -> 404. $0.10 per query.
