List hurricane catastrophe events (FEMA declarations + NOAA metadata)

Free. Each event groups the per-state FEMA disaster declarations for one named storm and adds NOAA HURDAT2 landfall metadata (Saffir-Simpson category, date, wind, min pressure -- null for the latest season until HURDAT2 updates). state filters to events that declared at least one county in that state/territory. Per-county declaration detail and the county-premium exposure join are paid (/v1/cat/counties, /v1/cat/exposure).
