Surplus-lines premium in a hurricane's federally-declared counties

Joins a storm's FEMA county declarations to the LATEST annual county-level surplus-lines premium for state (default FL -- the only state with county premium today). Returns the declared counties with their premium (descending), the declared-zone total, and its share of the statewide county book. This is a current-exposure snapshot; a pre-vs-post premium delta needs a multi-year county series (not yet loaded) and is a future endpoint. available:false (empty) when a state has no county premium. Unknown event -> 404. $0.50 per query.
