Pre-vs-post surplus-lines premium change in a hurricane's declared counties

Compares county-level surplus-lines premium in the storm's FEMA-declared counties between the last full annual county-premium year BEFORE the storm and the first full year AFTER, and reports the rest of the state as a control ('non_declared'). This is the 'E&S expands after a catastrophe as admitted carriers pull back' signal, quantified. Needs multi-year county premium; available:false (empty) when no county-premium year straddles the storm on one side (e.g. storms before the earliest loaded annual). Not an insured-loss measure. Unknown event -> 404. $0.50 per query.
