Put A Test Runs Orders Back

A person presses "Put these orders back now" on a finished TEST run (FLR-105, Frederick 2026-10-09: "automatically reset that order so it can be printed again"): every order of the run goes back to the ready list at once, without waiting for its envelope. The system does the same by itself when the envelope has printed or a bounded wait has passed. 404: no such run; 409 with a code: not_a_test_run, or still_printing (a job on a press cannot be taken back); nothing is changed on a refusal.
