Settle Run

Settle the jobs of one run the printer never confirmed, as printed or on_the_press, up to 200 per call (failed_jobs.settle_run; run_number 0 is jobs with no run). Each job goes through the same act as its own button, so each keeps its own history. Answers settled, skipped (left for a person to settle one by one), remaining and next_after: send that back as after until it is null. 422 for an outcome that is not one of the two. Nothing is sent to a printer.
