List Failed Jobs

One page (50 rows) of the Failed tab, newest first: order, run, facility, product, what went wrong in plain words and what to do, whether the page may have printed (outcome_unknown), who started it, when, and whether its line is still owed (actionable).

older=true adds the failures no longer owed ("Show older"). The jobs the printer never confirmed are NOT rows here: they come back as unconfirmed, {count, runs: [{run_number, jobs, since, started_by}]}, one entry per run, with the count of ALL of them (S1 of the volume audit, 2026-10-08: a run flagged wholesale is one line, not a thousand). unconfirmed_run=<run number> (0 for jobs with no run) swaps the rows for that run's unconfirmed jobs, paged the same way. owed, older_count and unconfirmed.count are over every page; total is the rows in the view being paged.
