Get Ready To Print

The ready-to-print list under a filter: the run it would make, in its two sections (contract facility mail, everything else), and the contract facilities a person may put first (first, in the order added; it orders the run and never narrows it, FLR-104). The report half of POST /api/print/runs: both read mfg_ingest._UNPRINTED_PREDICATE through print_runs, so the number on the button is the number sent.
