Suggest Contact Roles

Propose a tag for every untagged contact at this organisation, read off their role_title, as pending rows awaiting agreement.

A WRITE grant because it writes rows -- but nothing it writes routes any mail: a suggestion sits at review_state 'pending', which is deliberately outside ROUTABLE_REVIEW_STATES. Confirming is what makes it real, and that is a separate, attributed act below.
