List Deleted Facilities

The trash. Registered ahead of GET /facilities/{facility_id} — same reasoning as GET /organizations/deleted ahead of /organizations/{org_id} above: "deleted" must never parse as a UUID path param. Reachable from DeletedRecordsPage.tsx's Facilities tab — see service.list_deleted_ facilities's own docstring for why this is scoped to a facility deleted on its OWN, not one hidden by its whole org being trashed.
