Create Contact

The person, and what they are FOR, in one request (ISS-396).

roles is optional and usually absent. When it is present the position is written by contact_roles_service.set_contact_roles inside the create's own transaction, so its 409s (PrimaryAlreadyTaken naming the colleague who holds the slot, BillingRankRequired asking which of two is primary) reach the caller with NOTHING written -- the account manager answers the question and resubmits one form, rather than being left with a person added and a position that never landed.
