The COMPLETE set of roles a human says this contact holds.

409 (PrimaryAlreadyTaken) naming the colleague already in the To line for that tag, rather than silently demoting them -- one primary per tag per organisation is a fact about the agency, and taking it off someone is a decision, not a side effect of saving a form.
