Review Contact Role

Agree with one of Rooster's proposals, or overturn it.

Same two-verb shape as POST /api/cs/suppressions/{id}/review (migration 0149): confirm moves the row into ROUTABLE_REVIEW_STATES so it starts routing, overturn ends it in the same transaction. Both stamp the reviewing principal's id -- agreeing is a person taking responsibility for who receives an agency's invoices, not a rubber stamp on something already happening.
