Restore Facility

Reachable from GET /api/orgs/facilities/deleted (the trash) — see DeletedRecordsPage.tsx's Facilities tab. Undoes a human's single-facility delete OR app/modules/enrichment/service.py's roster-reconciliation soft-delete (Frederick, 2026-08-10, on the latter: "I can check the list and see if I wanna undelete anything"). 404s if the parent organization is itself still deleted — restore that first.
