Delete Organization

Soft delete, confirmed client-side before this ever fires (the frontend names the org being deleted, plus what it hides, in a window.confirm — see OrganizationDetailPage.tsx). Blocked with 409 if the org still has a live contract, an unpaid invoice, or an outstanding commission obligation (service._organization_financial_holds) — the detail message names exactly what.
