Append Org Contact Event

Always writes actor_kind='human' with the AUTHENTICATED principal's own id -- see AppendOrgContactEventRequest's docstring for why that is not a request-body field. A Rooster-authored row can only ever be written by a caller inside this codebase invoking service.append_org_contact_event directly with actor_kind='rooster'.
