Agent Smith live evolution generation (admin console).

Returns the live Agent-Smith evolution generation for the /admin/agent-smith Overview header: max_evo = max(evo_version) across ALL QD archive cells, and by_scenario = per-scenario max(evo_version) (scenario-sorted). Fixes the Overview reading a hardcoded 'Evo 0'. Fail-soft → { max_evo: 0, by_scenario: [] } on a control-plane outage (honest 'nothing measured', never fabricated). Admin-only. MNE-1309.
