Toggle raw-payload capture for a Dojo run (Mnemom staff).

Sets the session's capture_payloads flag. When ON, the runner records debug-kind SimEvents carrying the raw outbound model request envelope + latency for the staff debug export (GET /sim/{id}/export?audience=debug). Default OFF (faithful 'sim user state'). Read fresh by the runner each tick, so a toggle takes effect on the next turn. Mnemom-staff ONLY. MNE-692.
