Upsert the per-scenario Agent Smith sparring config (admin console).

Idempotently upserts the per-scenario sparring config keyed by scenario_id. Validates the structured blocks (substrate.provider ∈ providers, evolution.novelty_gate ∈ [0,1], technique_toolbox is string[], reward_function values finite). updated_by/updated_at are SERVER-set from the principal — the client's values are ignored. Returns the stored row. Admin-only. MNE-819.
