List Dojo scenarios for the How-it-works modal.

Returns all Dojo scenarios with their human-facing briefing: name, description, the GOOD alignment + protection cards, and the agent-facing setup_prompt (computed live from the scenario). Authed for ALL users (any valid Bearer/API key) — read-only, non-secret briefing content. MNE-517.
