Get the per-scenario Agent Smith sparring config (admin console).

Returns the stored per-scenario sparring config (objective, strategic frame, technique toolbox, reward function, evolution knobs, attacker substrate). When no row exists yet, returns the defaults merged with scenario_id so the editor always renders a complete form. Admin-only. MNE-819.
