Get Referral Code

Issue / retrieve a subscriber's referral code (Task 3.4).

Public to the subscriber (auth = proven active subscription for the supplied DID, NOT a CEO token). Rule #11: only owner_did_hash returned. Idempotent: returns the existing code if one exists.
